The BusinessMirror newspaper writes that the Filipino telecoms watchdog the National Telecommunications Commission (NTC) has called on fixed and mobile operator Globe Telecom to set a deadline for the completion of its ongoing network systems upgrade amid continuing complaints from consumers.
