True Move H maintains four million user target, but will its numbers add up?

True Corp's Real Move subsidiary aims to double its 3G 'True Move H' subscriber base to four million by year-end from two million at end-June 2012; it expects to add one million in each of Q3 and Q4, targeting users of True Move (2G and 'trial' 3G services under a build-transfer-operate contract with CAT Telecom) as well as rival networks. Real Move, which retails the True Move H service via a wholesale/resale partnership with state-run CAT, currently has one million unused phone numbers, and expects to be issued more, despite regulatory complications; CAT has been ordered to alter its 3G network rollout and marketing contracts with True Corp to comply with legislation, and in the meantime its planned transfer of allocated numbers to Real Move has been frozen. CAT has declined to pay overdue phone number fees to the regulator, citing the need to gain Cabinet approval for the budget it has allocated to the CAT-True 3G partnership.
